I have now been 30 years in the Service and though others junior to me receives promotion & a higher post, I were then graded; but so far I have received no promotion.

The post of Supt. of Afloat, Car., & Stores has hitherto been on a higher scale of pay than any post in the Clerical Service.

Being a married man with wife & Family of necessity in England, and myself in Hong Kong: my Enormous increase in Expenditure and the Cost of living has been such that unless I can on reconsideration be fairly granted a larger increase to my pensionable Emoluments (now £670) than 19.40%, the future will become more than difficult for me, as my unavoidable Family Expenses in the aggregate have prevented me from saving anything out of my salary. The present is my thirtieth year in Service, and in the same post, and I ask that the £70 pensionable personal allowance, granted chiefly in lieu of promotion, be not discontinued.

With £800 as Salary, plus £70 personal allowance, the total pensionable Emoluments would be £870 only be an increase of 29.85% on the present total of £670.

For the foregoing reasons, and in consideration of the peculiar Circumstances of my case as set forth in previous Correspondence, I earnestly hope that my request for a further increase of 29.85% may be granted.
